Иако сам рођена у Београду, чула сам за Бељарицу тек пре око два месеца. Многи моји пријатељи такође не знају за ово место. Знате ли ви?
Бељарица, позната и као Балатон, Црвенка, а најпознатија као „Београдска амазонија“ представља мочварно земљиште на површини од 900 хектара. Налази се узводно од Пупиновог моста на левој обали Дунава. На овом месту до сада је уочено преко 136 врстa птица од приближно 350 врста које живе на територији Србије. Највећу пажњу привлачи орао белорепан. Свуда можете прочитати да је баш на овом месту највећа густина популације белорепана у целој земљи. Тренутно су присутна четири пара са својим младунцима. Ова чињеница је битна јер бројност јединки ове врсте у Европи опада. Орао белорепан се гнезди управо на плавним теренима дуж обала Дунава, Тамиша, Саве и Тисе. Уништавање речних обала ради урбанизације је главни разлог њихове угрожености. Али у Бељарици се могу наћи и патка њорка, дивља патка кржуља, обичан мишар, лабуд грбац, сове, зебе, грмуше, гњурци… листу свих до сада уочених врста на подручју Бељарице можете погледати ОВДЕ.
Наравно, Бељарицу красе и многе врсте риба којима је ово идеално место за мрест (29 врста), гмизаваца (9), водоземаца (8) и сисара (62) међу којима су слепи мишеви, дивља мачка, дивље свиње, шакали, видре, текунице, куне, слепо куче и други.
А онда погледате мало боље карту Београда и видите да се у близини налази железничка пруга, да је одмах поред Пупинов мост до Земуна, а још мало даље у Сурчину и аеродром. Идеално место да се изгради велика лука и повеже целокупна инфраструктура. И савршен начин да се смањи количина саобраћаја у центру града, какав успех.
Све би то било супер да Лига за орнитолошку акцију (ЛОА) није још 2010. године поднела захтев да Бељарица постане законом заштићено подручје (предео изузетних одлика – ПИО). Захтев је усвојио Секретеријат за животну средину града Београда и пренео надлежност Заводу за заштиту природе Србије 2013. године. Када уђете на сајт завода и потражите сва заштићена места у земљи приказаће вам и Бељарицу (Форланд леве обале Дунава код Београда) под регистарским бројем 201300014. Година заштите не постоји, јер захтев још увек није прихваћен. Међутим, „Закон о заштити природе Србије” члан 42. гласи: „Подручје за које је покренут поступак заштите сматра се заштићеним у складу са овим законом, а до доношења акта о проглашењу примењују се мере прописане у студији заштите из става 1. овог члана“. А према члану 12 одређене су и компензаторне мере у случају кршења прописа које захтевају или успостављање новог локалитета са сличним особинама или новчану надокнаду.
Да ли закон уопште важи у нашој земљи?
Да ли је потребно поменути све случајеве када народ није послушан? Када је огроман број грађана изашао на улице и јавно протестовао на шта се власт није ни окренула? Ако сада уништимо Бељарицу, шта ће бити следеће? Неки национални парк можда? Изградња Топлодолског канала и деривационих хидроелектрана на територији Парка природе „Стара планина“ је само још један пример. Колико петиција је потребно и где је демократија? Али још битније питање је: Где су људи? Иако је народ био игнорисан од стране власти много пута, на нама остаје да се боримо за природу наше земље и да се побунимо!
Нова лука у Београду, ако све буде по плану, биће изграђена недалеко од Пупиновог моста на левој обали Дунава у насељу Борча. Поред ове локације, као део укупног лучког подручја, планира се и да на локацији код Крњаче буде изграђен лучки терминал за претовар природних агрегата (шљунак, песак и сл.). У зависности од стварних потреба грађевинске индустрије, а у сарадњи са Градом Београдом, биће размотрена потреба за још једном локацијом за изградњу терминала за претовар природних агрегата и то на Сави у Београду, сазнаје „еКапија” у Министарству грађевинарства.
Ово је изјава из јануара 2016. године, пре него што је званично одлучено да локација за нову луку ипак буде на територији Бељарице.
Према урбанистичком плану још из 2003. године за нову луку су разматране територије Борче и Крњаче или Винче. Бељарица не сме бити бетонирана, јер је ово главно плавно подручје на улазу у град. Када водостај Дунава нарасте вода се овде излива, ток реке успорава и зато нема поплава у граду. Уколико се Бељарица бетонира, талас воде ће још јаче ударити у град.
Шта можемо да урадимо? Најпре морамо спречити изградњу луке. Нисмо ми против урбанизације, само смо против уништавања природног добра. Лука може да се изгради и на другим локацијама. Затим можемо законом заштитити Бељарицу и увести еколошку таксу, привући људе, најпре Београђане, а онда и многе друге. Можемо организовати пешачке туре викендима како би деца (а што не и одрасли) упознала природу и животиње. Оно што не треба да урадимо је да уништимо и оно мало природе што нас окружује, јер не знам за вас, али ја свој мир одржавам управо тако: побегнем од гужве и буке и људи и окружим се зеленилом бар на кратко.
