Услед све већег демографског раста, индустријализације и урбанизације нагомилавају се и све веће количине отпада, како у развијеним земљама, тако и у земљама у развоју. Због тога што је хемијски састав отпада сложенији, он све више угрожава човеково здравље и животну средину.
Стварање отпадних материја обухвата оне активности приликом којих материје долазе у такво стање да више немају употребну вредност, те се бацају или се сакупљају ради одлагања.
Комунални чврст отпад је отпад из домаћинства, отпад који настаје чишћењем јавних површина и отпад сличан отпаду из домаћинства који настаје у привреди, установама и услужним делатностима. Тај отпад се прикупља и збрињава у оквиру комуналних делатности.
Количина и састав отпада зависе од степена економске развијености средине, климатских услова, величине насеља, начина становања, метода сакупљања и транспорта отпада, и сл.
Постојеће стање у локалним самоуправама Републике Србије карактеришу непоуздани и непотпуни подаци о количини генерисања комуналног отпада. На основу расположивих података, може се рећи да становник Србије, у просеку, ствара 0,87 kg комуналног отпада на дан, односно 318 kg годишње. Са спровођењем мера за правилно прикупљање и коришћење отпада се касни, што има негативне еколошке и економске последице.
Република Србија је потписивањем Меморандума о интеграцији у енергетско тржиште ЕУ прихватила обавезу да следи политику и програме ЕУ и да би се то остварило, морају се донети мере за подстицање производње електричне енергије коришћењем комуналног чврстог отпада.
Поред ове, већ јасно дефинисане државне обавезе, циљ је да се прошири производња електричне енергије коришћењем властитих материјалних ресурса, смањи зависност од увоза, повећа запошљавање становништва, повећа контрола гасова који изазивају ефекат стаклене баште и смањи негативан утицај на животну средину. Тако би се искоришћавањем отпада у виду енергије остварило и више државних стратешких циљева.
Како се са једне стране намеће инсинерација као решење, а са друге чињеница да се такви процеси у свету обављају уз све ригорозније мере заштите, а у великом броју случајева забрањују и гасе, намеће се потреба за разматрањем других, прихватљивијих решења.
Концепт хијерархије управљања отпадом указује да је смањење настајања отпада најбоље решење за животну средину. Међутим, тамо где даље смањење није могуће, производи и материјали могу бити искоришћени поново, било за исту или другу намену. Уколико та могућност не постоји, отпад се даље може искористити кроз рециклажу или компостирање, или кроз добијање енергије. Само ако ниједна од претходних опција не даје одговарајуће решење, отпад треба одложити на депонију.
Ово је принцип који је у целом свету прихваћен и познат је као “5R” (REFUSE, REDUCE, REUSE, RECYCLE, RECOVERY energy), и односи се на оно што треба урадити пре одлагања на депонију (DISPOSAL).
Технологије за поврат (тј. производњу) енергије из комуналног чврстог отпада су:
- инсинерација,
- гасификација,
- пиролиза,
- плазма технологија,
- анаеробна дигестија,
- коришћење депонијског гаса.
Инсинерација представља процес контролисаног сагоревања (са вишком ваздуха) ради смањења запремине и добијања топлотне енергије из комуналног чврстог отпада. Примењује се код отпада с ограниченим садржајем влаге.
Гасификација је поступак термичког разлагања и одвија се слично као сагоревање, али са мањом количином ваздуха. Добија се гас, који се углавном састоји од угљен-моноксида, водоника и метана.
Пиролиза представља још један поступак термичког разлагања, при коме се материјал загрева спољашњим извором топлоте без присуства ваздуха, а добија се мешавина чврстог, течног и гасовитог горива.
Плазма процес – отпад се загрева на температуру 3.000-15.000 °C, помоћу plazma arc (пиролиза плазмом у луку). Енергија се ослобађа електричним пражњењем у инертној атмосфери. Овим путем се органски отпад конвертује у гас богат водоником, а неорганске материје се након топљења претварају у стакласту шљаку погодну за коришћење у грађевинарству.
Анаеробна дигестија је процес микробиолошке разградње без присуства ваздуха. Прерађује се високо влажна органска материја, а добија се гас који се састоји од метана и угљен-диоксида.
Депонијски гас се у највећој мери формира микробиолошком разградњом. Бактерије, које су присутне у отпаду и земљишту којим се депонија прекрива, врше и аеробну и анаеробну дигестију, па је и гас који се добија слична мешавина метана и угљен-диоксида, као у претходном процесу.
Свака од ових технологија захтева различите количине улазних сировина, емитује различите количине угљен-диоксида, има различите излазне продукте и различите је ефикасности па свака држава треба да изабере спрам својих потреба и могућности комбинацију која ће имати најбољи могући резултат.
Неке могућности се одбацују због високе цене, али развојем технологије и укључивањем еколошких трошкова у прорачуне за ове процесе, долази се до закључка да је цена чак и повољна. Досадашња лоша околност (непостојање постројења за третман отпада) у Србији, сад би могла постати наша предност, јер је улагање у ову област неминовно и може се искористити да уместо трансфера прљаве технологије постанемо лидери у управљању отпадом у Европи.
Иако се чини да је ово искључиво системско питање, свако од нас може дати свој допринос решавању овог проблема и то на више начина:
- За почетак, отпад одлажите искључиво на места томе намењена (не кроз прозор кола или стана, не на тротоар, не у шуми, чак не ни на дивљу депонију без обзира што је нисте ви формирали). Већина је, на срећу свих нас, овај први корак савладала још у најранијем детињству.
- Потрудите се да стварате што мање отпада, што је прилично лако – мање кеса, мање пластике, мање једнократних производа, мање паковања, купујемо само оно што нам заиста треба, поклањамо оно што нам не треба, поправљамо покварено и сл.
- Поново искористите, али за другу намену. Уз мало труда, можете свашта направити од ствари које бисте иначе бацили, а упутства можете наћи на интернету у фото, видео или текстуалном облику. Ако не желите да правите, увек можете опрати кутију од креме за руке и користити је за нпр. шналице или шрафове.
- Рециклирајте све што можете, у зависности од доступности рециклажних дворишта, повремених или сталних акција и предузећа која се тиме баве у вашем месту.
